The scientific commession of university :

presided by the rectors  of the university ; it constituted by vice rectors ; deans of faculties and the president of the council of scientific of faculties and the elected memebers by the faculties ; by the teachers

- the scientific council of the university (SCU) issues opinions and recommendations, in n particular on :

- the plans annual and multi-years training plans and research of the university

- the projects of creation ; modification or disolution of faculties ; instituts and departments as applicable, of annex ; unites of research and laboratories of research

- the exchange of programs and scientific cooperation of nationals and internationals 

- training  and reaserch  assessements of the university

- paternarship of programms of university with various socio-economics sectors

- the scientific events programs of the university

- valorisation results of reaserch of results

- assessements and projects for the acquisition of scientific and technical documentation

- it propose orientations of the university’s reaserch and scientific and technical documantation policies.

- It gives the opinion on any other pedagogical and scientific issue that submitted to it by its president. The rector informs the board of directors of the opinions and recommendations issued by the scientific council of the university.

The scientific council of the university meets twice a year in ordinary session. It may meet in extraordinary session at the request of the minister responsible for higher education, the president of the council, or at the rzequest of two- thirds of its members

 

the scientific council is composed of :

- the rector, the president

- the vice rectos

- the deans of faculties

- the president of the scientific councils of the faculties

- the head  of the central library of the university

- two(2) faculty representatives elected from among those belonging to the highest rank

- two(2) elected representatives from the corps of assistant professors

 -two (2) external personalities who are teachers from other universities.

 

The council may invite any person whose competence may be useful to its work. 

Administration Council :

  proposes any measures that can improve the functioning of the university and promote the achievement of its objectives.

The board of directors delibrates on : 

- the sort, medium and long-term development plans of the university

- proposals for programming training and research actions

- the annual report on the training and research of the university

- the university’s budget and accounts

- the university’s human sources management plan

- the forecast of the university’s own resources and the development  of training and research activities

- partnership agreements with various socio-economic sectors

- the internal regulations of the university

 - the annual activity report of the university presented by  the rector

The componants of the council's administration of the University :

 

the memebrs of the council representing the different ministerial departments are designed, on the proposal of their supervisory authority, from among workers holding senior positions in public institutions and administrations. For the representatives of the university, there are :

- one(1) representative of the teachers per faculty elected from among those belonging to the highest grade

- two(2) elected representatives from the assistant masters corps

- two(2) elected representatives from the administrative, technical and service staff

- two(2) elected representatives from the students

- the rector, the deans of faculties, the vice-rectors and the head of the central library attend council meetings in a advisory capacity external personalitties can participate in council  work with an advisory voice. The council may call upon anyone who may help with its work. The council secretary is provided by the secretary general. The term of office for council memebers is three (3) years, renewable once,except for student representatives who are elected for one renewable  year. The council meets twice (2) a year in ordinary session at the request of its president. It may meet in extraordinary session at the request of the president , rector ; or  2/3 of its members.
