Executive decree n° 09-03 of January 3, 2009 established the tutoring mission and set the general terms

and conditions for its implementation (J.O. of January 6, 2009, pages 22 and 23, access by joradp or by mesrs.dz).

Article 3 stipulates that “tutoring is organized by the higher education establishment for the benefit of first-year undergraduate students”.

Article 9 indicates: "a commission called the "tutoring commission" is created for each university establishment, chaired by the head of the establishment".

The U.S.T.H.B. tutoring commision was established on October 25, 2009. It is comprised of fifteen teachers representing all faculties.

Members of the commission met on October 25, November 9 and November 16, 2009 to study methods of implementation of the decree on tutorship at U.S.T.H.B, pending its application .

Tutoring is provided by a teacher-researcher (tutor). A post-graduate student (co-tutor) may be called upon under the responsibility of a teacher-researcher-tutor (article 4 of the decree).

Tutoring gives rise to a contract of engagement signed by the tutor and, if applicable, the co-tutor, and the dean of the faculty. He is remunerated on the basis of four hours of incidental tasks per week (Articles 10 and 11 of the decree).

The members of the tutoring commission will organize information meetings in the faculties.

Teacher-researchers who wish to assume the role of tutor and post-graduation students (2nd year magister and doctorates) are requested to contact their faculty to submit a request before Thursday, November 26, 2009 to the Vice-Dean in charge of of their faculty's education. The regulatory texts on tutoring are on the usthb.dz website.
